Lucien Wong Yuen Kuai, chairman and senior partner at law firm Allen & Gledhill, has been appointed Attorney-General (AG) for three years, from Jan 14, 2017. He will replace VK Rajah, senior counsel (SC), who is due to finish his two-and-a-half year term of contract on Jan 14.
As a transitional arrangement, Mr Wong, who also is a member of the Board of Trustees of the Singapore Business Federation, will be appointed Deputy Attorney-General with effect from Dec 19 this year, according to a press statement issued by the Prime Minister's Office (PMO) on Friday.
When he takes over as AG, Solicitor-General Lionel Yee Woon Chin, SC will become Deputy AG, in addition to Tan Siong Thye SC, according to the PMO statement. Mr Yee, born in 1966, has law degrees from the University of Cambridge and New York University.
Mr Wong, born in 1953, graduated with a Bachelor of Laws (honours) degree from the University of Singapore in 1978. He started as a legal assistant at Drew & Napier in the following year. Mr Wong rose to become partner of the firm in 1982.
From 1987 to 1998, Mr Wong was a partner at Allen & Gledhill. He was managing partner at the firm from 1998 to 2012, when he became chairman and senior partner.
Mr Wong is also chairman of the Maritime Port Authority of Singapore and the Singapore International Arbitration Centre. He is also a director of several companies, including Temasek Holdings, Singapore Press Holdings and Hap Seng Plantations Holdings.
"I am honoured to be asked to take on the appointment as the next Attorney-General of Singapore," Mr Wong said in an email to the press. "I look forward to serving Singapore, working with my new colleagues at the Attorney-General's Chambers, and building on the good work of my predecessors. I am leaving Allen & Gledhill, with bittersweet feelings, after having spent 30 years at the firm. Over that period, I have had the immense privilege of working with exceptional colleagues and remarkable clients. I wish to express my gratitude to them all."
The PMO statement noted that as the Public Prosecutor, the outgoing AG Mr Rajah has "broadened the prosecutorial philosophy of the AG's Chambers and oversaw significant criminal cases, including the largest ever market-rigging securities case and the largest scale money-laundering case in Singapore."
Mr Rajah established the inter-agency working group to enhance existing legal processes, including one to review issues relating to youth justice in Singapore, the statement said. He introduced initiatives to improve institutional efficiency and strengthen specialist prosecutorial capabilities.
The statement further noted that Mr Rajah directed the legal work on Singapore's negotiations with Malaysia on the Kuala Lumper-Singapore High Speed Rail and the Johor Bahru-Singapore Rapid Transit System.
